threat level only matters when you're in a group setting.
When a group fights a monster, every one in the party has his/her own threat level against that monster. Factors contributing to threat level can be from how much damage is being done by that one person, or even healing.
The person with the highest threat level is usually the person that the monster targets and tries to kill first.
Lowering your threat level, (specifically threat caused by attack spells/skills) will attempt to shift the monsters attention away from you, or make you even more "hidden" from the monster if you're not his #1 target. |

Threat, is a measure of how much hate the monster has twoards a certian person.
His hate tells him who to attack, and that order can be derived from threat caused by damage/healing, or special skills that give you increased threat.
Decrease threat level in your case says that your spell, to the monster, will do less hate than normal, so in a group setting that skill would be good. |
