Like said, it's the: average score (1-10)/ number of votes given. These games are voted for based on their popularity and how good/fun they're expected to be. And typically, games that have been in beta longer (like Dragonica) would have more votes meaning that having a "good" rating would be harder than for games with fewer votes.
